NATIONAL HERE SEMINAR ON RTSH

Albanian Erasmus+ Office in cooperation with National Experts for the Reform of Higher Education – HERE,  organized the seminar on: “Supporting the efforts to strengthen the social dimension of Albanian Higher Education”, which was hosted by RTSH 1- HD through the show “Auditor Arsimi”, on 4th of July 2020,  at 16.35-18.00

The show was moderated by Ms. Edlira Birko- Journalist of “Auditor Arsimi” on RTSh.

The key issues addressed:

  • Paris Communique’ 2018 and some aspects of Albanian legislation on the social dimension in Higher Education.
  • Inclusion and citizenship – key priorities of the Bologna Process and HE systems.
  • EUROSTUDENT survey
  • Criteria for awarding scholarships to students of special categories
  • Strategies and practices of HEIs for inclusion and citizenship
  • Quality Assurance and Social Dimension in HEIs
  • Improving the admission policies in HEIs and supporting students of special categories in academic progress and their entry into the labor market.

The main objectives of this seminar were as following:

  • Information on the Bologna process, policies and goals regarding the social dimension;
  • Collection and processing of data for students;
  • Strengthening support for student admission from underrepresented groups;
  • Increasing academic and financial support for students, taking into account the aspect of the SD;
  • Design and implement strategies and policies based on the social dimension and preparing students as citizens of the society;
  • Increasing support for student mobility and for entering into the job market;
  • Reflection of the social dimension in the Quality Code and its implementation;
  • Familiarity with institutional strategies for the implementation of the social dimension.

Albanian Erasmus+ Office and the Albanian HERE team express their gratitude for the support of SPHERE for this activity and would like to thank Dr. Michael Gaebel (EUA), who contributed to addressing key issues and best practices by European Higher Education Area, in developing concrete strategies and practices related to the Social Dimension.

HERE and NEO Meeting

High Education Reform Expert and National Erasmus+ Office in Albania held a meeting at MESY on 07 February 2020.  

The main objectives of the meeting were to define the 2020’s agenda for all the activities in Albania and outside Albania supported by SPHERE. More news about the Erasmus+ programme, HERE publishing, were the following of agenda.

The first TAM “Joint Master degree” will be organize on 13 March 2020,  at Polytechnic University of Tirana.

National Erasmus+ Office’s Meeting 2020

Organized: Education, Audiovisual and Culture Executive Agency, EACEA

On 29th January was held in Brussels the yearly event, NEO Meeting, bringing the National Erasmus+ Offices (NEOs) together to discuss issues regarding the management of the NEOs and specific elements proper to their role in promoting and monitoring the international dimension higher education of the Erasmus+ in their countries.

The NEO meeting includes as a fixed programme point the following elements:

  • regional meeting with the desk officers of DG EAC, the Head of Sectors A4 and the respective project officers EACEA;
  • bilateral meetings (each NEO with the project officer responsible).
  • introduction of the best practices and news on the programme.

HERE Annual Conference From social inclusion to skills: Pressing themes in higher education policy making

The annual conference of 2019 ‘From social inclusion to skills: Pressing themes in higher education policy making’ was organized on 12-13 December in Prague, Czech Republic

The Annual HERE conference was held have served as an important venue for tackling transversal policy themes that frame the HERE activities. As the largest HERE (Higher Education Reform Expert) event of the year, they are also a forum for more extensive networking amongst HERE of 25 countries (Albania, Algeria, Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Egypt, Georgia, Israel, Jordan, Kazakhstan, Kyrgyzstan, Lebanon, Libya, Moldova, Montenegro, Morocco, Palestine, Russia, Tajikistan, Tunisia, Turkmenistan, Ukraine, Uzbekistan and Kosovo.)

Albanian HERE was represented by Prof. Bizena Bijo, Prof. Fatmira Shehu, Prof.Asoc.Elvira Fetahu.

HERE Study Visit Inclusive mobility: from good intentions to measurable outcomes

Date:21-22 November 2019

Venue: Vrije Universitat Brussel (VUB), Belgium

Organized: SPHERE, Hosted by Vrije Universitat Brussel (VUB), Belgium

This HERE study visit used a system approach, demonstrating how Flanders and Flemish universities are strategising and tackling the topic of inclusion in internationalisation and mobility.

The study visit also was an occasion to discuss current EU priorities for inclusion and mobility, how they are reflected in EU programmes, and the results of a SPHERE study that has been commissioned to assess how Partner countries are reacting/ adapting to this.

The event addresses all HERE, at all levels of knowledge and experience regarding the topic:  university leadership, teaching staff and students and, given that this event would address the policy and system perspective, also ministry representatives.

Learning Outcomes

  • Become aware and understand better social inclusion in higher education, and how it can be related to national and institutional policy and action in the area of internationalisation and mobility
  • Understand the process of defining and implementing university strategies for supporting inclusiveness in mobility, and the related structures and approaches needed to implement it (data collection, QA, student diversity offices, etc).
  • Be able to contribute to the development and implementation of policies and actions for inclusive mobility and internationalisation, considering work at institutional, national and Bologna Process levels.
  • Better promote and use the opportunities offered under the current EU and national mobility programmes and their insistence on inclusion and mobility and contribute to making them more inclusive.

HERE Study Visit: ‘Competence Based Education (CBE): Basics, Perspectives, Implementation’ 9-10 September 2019 in Vienna

HERE Study Visit: ‘Competence Based Education (CBE): Basics, Perspectives was organized by FH Campus Wien and SPHERE, on 9-10 September 2019. The event has given to the participants insight into institutional practice on CBL, specifically in an Austrian HEI with an applied nature. In addition to looking at the specific teaching mission and strategy of FH Campus Wien, the visit allowed participants to hear from professors of different disciplines, from students and also, potentially, to glimpse into a classroom. The visit also explored issues regarding the interaction of the higher education institution, the higher education system and external stakeholders when it comes to CBL. Albanian HERE was represented by two experts: A. Paparisto and E. Fetahu

The eighth HERE seminar ‘Recognition: Implications for cross-border access to higher education and mobility’

The eighth HERE seminar was organised onRecognition: Implications for cross-border access to higher education and mobilityon 10-11 June 2019 in Chișinău, Moldova.

The seminar has been focused on recognition – specifically, the recognition of qualifications. Previous study visits, seminars and TAMs have touched on different aspects, such as national qualifications frameworks and the recognition of prior learning.

This is the first time that HERE colleagues from 25 Countries including Albanian experts Prof.F. Bidaj and Prof. B. Bino,   has offered an overview of the topic. The seminar had a strong didactic flavour, with presentations aimed at informing HEREs who are unfamiliar with the values and processes of recognition. For HEREs who are experienced in the field, there was the opportunity to meet and debate with some of the experts at the forefront of current European initiatives. The seminar, organized in two days, was open to all members of the HERE community: ministry and national agency officials, senior managers of institutions, student representatives, academic and administrative staff working in quality assurance and international relations.

The main key words included in this seminar are:

  • international recognition conventions
  • automatic recognition.
  • shift from ‘equivalence’ to ‘comparability’.
  • recognition, recognition of prior learning, the evaluation of applicants – such as refugees – who lack formal documentation, and the digitization of recognition instruments
  • recognition of professional qualifications,
  • mutual recognition agreements

Seminar and Conference HERE Albania, Korça, date 24 May

On May 24, 2019, in the premises of the Rectorate building of “Fan Noli” University, Korça has been organized seminar “Reforming Study Programs: Preparation of Academic Standards”. The activity is in the framework of the capacity building of High Education, in the preparation of academic standards, in accordance with the bylaws and the Bologna process. The seminar had a wide audience of lecturers, the V/Rector of the University of Korça and coordinators of study programs.

The objectives of the activity are: (a) To transfer knowledge of the elements of academic standards in two important areas: Teaching and Engineering, (b) Building capacity for real implementation of academic standards in the design, review and improvement of study programs. (c) Present good practices for strengthening the practical skills of students with a focus on Agriculture and Veterinary Sciences. The seminar served, in addition to the expected results, of transferring experience in the design, review and reorganization of study programs, in accordance with the requirements of the AL Law and related sub-legal acts.

Awareness of academic staff and management structures to build real processes of review and / or reorganization of study programs as well as capacity building to better understand the quality code requirements in relation to study programs

A particular focus was given to student growth and support and the involvement of all social partners, especially local government and business community.

 

The activity of May 24, continued with the First International Conference on Research Applications and Educational Methods (RAEM). The conference was intended to focus on the main problems that universities have in the country and abroad with regard to the implementation of scientific research and methods of education. The Team of  higher education reform experts introduced case studies in engineering and biology programs.

The Albanian Higher Education Reform Experts (HERE) team in cooperation with the Albanian National Erasmus + Office and the University “Luigj Gurakuqi” of Shkodra organized on May 13th, 2019 at the University of Shkodra premises, the seminar on the “Development and Embedding of Academic Practice: Research-based education”.

The Seminar was focused on Research-based principles of Learning and Teaching Strategies and how they could be implemented in Higher Education Institutions. EU expert, Prof. Melita Kovacevic (EU HE Expert Former Vice-Rector for Research and Technology University of Zagreb), the key speaker of the seminar introduces the experience and guided how these practices could be implemented. Experts of Albania HE Research provide additional research-based experience on Albanian HE context, followed from Albanian student’s personal experiences.

The seminar gathered a total of around 100 participants coming from HEIs (Tirana, Elbasan, Shkodra, Vlora, Gjirokatra, and Durrës), Albanian NEO staff, students and representatives from Ministry of Education, Sports and Youth.
