Background
Erasmus+ is the new European Union programme that supports projects, partnerships, mobility and dialogue in education, training, youth and sport for the period 2014-2020. Built on the experience and success of existing programmes, it aims at boosting skills and employability, as well as modernising Education, Training, and Youth work in the EU and in its partner countries all over the world. Erasmus+ includes a strong international dimension notably in the fields of higher education and youth.
The Erasmus+ Programme is managed by the European Commission with the support of its Executive Agency (EACEA) in Brussels. The National Erasmus+ Offices (NEO) assists the Commission, the EACEA and the Partner Country authorities concerned in the implementation of the Erasmus+ Programme.

Recruitment of a staff member for the Erasmus+ Office in Albania (NEO)
The mandate of the Erasmus+ Office in Albania covers all supporting, promotion, monitoring and dissemination activities related to the international dimension of Erasmus+ activities in higher education (in Key Actions 1, 2 and 3).
Start date for Employment: 02 January 2019
Salary: to be defined based on the references proposed by the EACEA in line with common local market prices for the tasks to be performed

The NEO + staff conducted on September 27th, 2018 the field monitoring visit for the International Credit Mobility projects in implementation by the University “Ismail Qemali” of Vlora.
This event served to ensure that all binding documents for ICM implementation were signed, for monitoring the fairness of criteria used and transparency of the selection process of participation in mobilities, to enquire on service provision to ICM participants and recognition of the credits earned by them during the mobility period by the University of Vlora, as well as for NEO staff to give recommendations for the improvement of ICM projects implementation in the future.
The University of Vlora, during the September 2015- September 2018 timeframe, has implemented or signed 38 Erasmus + ICM agreements with HEI’s from 16 programme countries.
The NEO + staff conducted the impact field monitoring visit for the MArED project. This activity was undertaken in two separate meetings, organized at the University “Luigj Gurakuqi” of Shkodra premises on June 10th, 2018 and at the University “Ismail Qemali” of Vlora premises, on September 27th, 2018.
The 3-year MArED Tempus project supported the modernisation of the maritime higher education in Montenegro and Albania and development of competent and qualified human resources in the maritime sector.
The project was coordinated by the University of Montenegro and involves 17 partner institutions from Spain, Slovenia, Austria, Croatia, Romania, Montenegro and Albania..

The NEO + staff took part in the Final Event and conducted the impact field monitoring visit for the Erasmus+ CBHE project “Strategic Support on Strengthening the Quality Assurance Structures at the Private Higher Education Institutions in Albania – QAinAL”. Such activities were conducted on September 17th, 2018 at the premises of the University “Marin Barleti” in Tirana and on September 18th, 2018 at the premises of Hotel Adriatik in Durres.
The 3 year (2015-18) QAinAL project aimed to establish and support quality assurance processes and mechanisms to ensure effective management and enhance teaching and learning at the private higher education institutions in Albania. The project is coordinated by the University of Salzburg, in Austria and involves 13 partner institutions from Italy, Romania, Albania, and Kosovo.

The NEO + staff conducted the field monitoring visit for the Erasmus + CBHE project “Towards Increased Awareness, Responsibility and Shared Quality in Social Work – T@sk”. This activity was conducted at UT’s Faculty of Social Sciences premises in Tirana, on June 28th, 2018 and at the University of Shkodra premises on July 10th, 2018.
The 3 year (2017-20) T@sk project aims at reinforcing and modernizing the delivery of Social Services in Albania by empowering the Albanian Higher Education System.
The project is coordinated by the University of Studies of Firenze in Italy and involves 7 partner institutions from Italy, Portugal, Spain and Albania.
The NEO + staff conducted the field monitoring visit on the Tempus Speed project. This activity was undertaken in two separate meetings, organised at the Tirana University of Sports premises, on 9 July 2018, and at the University “Luigj Gurakuqi” of Shkodra premises, on 10 July 2018.
The 3-year SPEED project (2013 –2016) supported the academic reform in Sport Science area, involving Western Balkan (WB) HEIs from different countries beyond existing conflicts, easing tensions & fostering harmonisation in the region & with EU in line with accession policies.
The project was coordinated by the University of Rome “Foro Italico” in Italy and involved 10 partner universities from Italy, Greece, Denmark, Austria, Kosovo, Serbia and Albania.

The NEO + staff conducted the field monitoring visit for the Erasmus + CBHE project “Introducing modules on law and rights in programmes of teacher training and educational sciences: A contribution to building rights-based education systems in countries in transition- EduLAw”. This activity was organized at the Faculty of Social Sciences premises of the University of Tirana, on June 28th, 2018.
The 3 year (2016-19) EduLAw project aims at enhancing the relevance of teacher education for the development of rights based labour market and society, and to improve the level of competences and skills in HEIs by developing on-line new modules and innovative teacher education programmes.
The project is coordinated by the Free University of Brussels, in Belgium and involves 11 partner institutions from Belgium, Poland, Lithuania, Belarus, Russia, and Albania.

The NEO + staff conducted the field monitoring visit for the Erasmus + CBHE project “Master in European Innovations for a Sustainable Management of Albanian Territories, rural areas and agriculture: Instruments, policies, strategies – SmartAL”. This activity was conducted at the European University of Tirana premises, on June 1st, 2018 and at the Erasmus + office premises on June 7th, 2018.
The 3 year (2017-20) SmartAL project aims at to address job market needs induced by the new and forthcoming public policies in Albania, through improving academic offer for master students in the territory administration, agricultural policies, rural development and innovation fields as well as other activities.
The project is coordinated by the Centre International de Hautes Etudes Agronomiques Méditerranéennes in France and involves 7 partner institutions from France, Germany, Greece and Albania.
The NEO + staff conducted the field monitoring visit for the Erasmus + CBHE project “Integrating and validating practical entrepreneurship skills in engineering and ICT studies – REBUS”. This activity was organized at the European University of Tirana premises, on June 1st, 2018.
The 3 year (2016-19) REBUS project aims at developing, testing, validating and mainstreaming holistic and needs driven open learning modules to promote entrepreneurship competences of graduates of ICT, engineering and other technical studies from the Western Balkans and Russia at the interface of academic education and learning in practice business contexts.
The project is coordinated by the University of Sarajevo, in Bosnia & Herzegovina and involves 14 partner institutions from Bosnia & Herzegovina, Italy, Austria, Germany, Russia, Kosovo, Montenegro, and Albania.
