The eighth HERE seminar was organised onRecognition: Implications for cross-border access to higher education and mobilityon 10-11 June 2019 in Chișinău, Moldova.

The seminar has been focused on recognition – specifically, the recognition of qualifications. Previous study visits, seminars and TAMs have touched on different aspects, such as national qualifications frameworks and the recognition of prior learning.

This is the first time that HERE colleagues from 25 Countries including Albanian experts Prof.F. Bidaj and Prof. B. Bino,   has offered an overview of the topic. The seminar had a strong didactic flavour, with presentations aimed at informing HEREs who are unfamiliar with the values and processes of recognition. For HEREs who are experienced in the field, there was the opportunity to meet and debate with some of the experts at the forefront of current European initiatives. The seminar, organized in two days, was open to all members of the HERE community: ministry and national agency officials, senior managers of institutions, student representatives, academic and administrative staff working in quality assurance and international relations.

The main key words included in this seminar are:

  • international recognition conventions
  • automatic recognition.
  • shift from ‘equivalence’ to ‘comparability’.
  • recognition, recognition of prior learning, the evaluation of applicants – such as refugees – who lack formal documentation, and the digitization of recognition instruments
  • recognition of professional qualifications,
  • mutual recognition agreements
