On February 2, 2021, NEO Albania organized an online meeting on “For the management of projects with foreign financing in public HEIs”, with some of the coordinators, administrators, as well as managers or heads of offices for international projects in public HEIs and the representative of the Ministry of Education Mr. Florian Nurçe, Head of the Directorate of Budget and Financial Management.
The discussion in the meeting was focused on the problems encountered in opening an account with the Bank of Albania and the second tier bank after the transfer of funds for projects financed by the Erasmus + program and VAT refund / VAT exemption.
Mr. Nurçe gave full information on the legal situation and clarified the uncertainties that the representatives of state universities had on these procedures. He stressed that the Ministry of Education supports universities in this process to facilitate procedures related to the above issues.
